Bihar’s government has started taking online seed, pesticide, and compost/fertilizer licenses. The people of Bihar who want to start their seed, pesticide, and fertilizer business can apply online for a license. Previously people must visit the agriculture department office to apply and collect, but now there is an online application process.
For the license of seed, pesticide, and fertilizer Bihar government agriculture department introduced and made arrangements for the online application procedure for the state’s dealers.
This type of structure is also made for district-level dealers. Every step of the application process has been explained adequately.

Documents Required
For Seed License:
- Aadhaar Card (PDF & size 100kb)
- Passport size photo (Jpeg format with 50kb)
- Authorization certificate (PDF & size 500kb)
- GST certificate (PDF & size 500kb)
- Related documents to the application (partnership, proprietary, Ltd company, co-operative, Hindu undivided family, etc.) of size 500 kb
- Lease/Rent/Ownership contract with mandatory Bihar government Rs 1000 stamp on it (PDF & size one MB)
- Challan Copy of Rs 1000 (100kb)
- Affidavit with Rs 100 stamp (100kb)
- Notification & List of crop speeches by the Bihar government
- Other seeds not notified in the List along with the R&D certificate for permission/Breeder certificate for the suitable application certificate/trial report of three years by Bihar agricultural universities.
- Certificate related to seed production, self-production in seed ownership source, processing unit certificate with related documents to the seed production source
For Fertilizer License
- PAN Card
- Passport size Photo
- Lease/Rent/Ownership contract with mandatory Bihar government Rs 1000 stamp on it (PDF & size one MB)
- Challan Copy of Rs 2250 (for Marketing from Treasury)/ Challan Copy of Rs 1000 (Manufacturing from the treasury)
- GST Certificate
- Authorization letter of candidate person
- Notarized Affidavit details like last three years not punished under FCO 1985 of the company or actual community act, earlier registration certificate not suspended, fertilizer registration certificate not cancelled in any state for the last year before new application making.
- In case of delay, a late fine for the renewal application
- Self-attested copy of the memorandum of association/if the Manufacturer Company is registered under the companies act and submit the proof certificate of partnership/proprietorship firm.
- Affidavit of nomination with the minimum available facility of lab equipment according to section 21A of FCO-1985
- Self-attested appointment letter of a chemist by the establishment
- Self-attested qualification certificate of the appointed chemist by the establishment
- Under section 24, Letter of appointment of fertilizer (control) orders 1985 by manufacturers/pool handling agencies.
- Self-attested copy of up-to-date verification certificate of weighing equipment used in office/godown from the weight and measurement department.
Marketing
- Source/Form ‘O’ n original and self-attested copy of marketing license of manufacturer/supplier who issues form-o (marketing)
- Self-attested copy of manufacturing license/chemical fertilizer or industry license manufacturing company
- Proof certificate if having any bio and organic manufacturer company
- Self-attested copy issued by the state government of the manufacturing site of the fertilizer-marketing certificate (marketing)
- For importer marketing, they need a self-attested copy of an export-import certificate, an exporter supply order, and an analysis report of the imported fertilizer from the Indian government laboratory.
- Details of fertilizer production and sale report by the establishment in the last year and self-certified photocopies of the sales register (marketing)
Manufacturer
- Certificate of industry registration of manufacturing companies/industry Aadhaar card (manufacturer)
- Self-attested copy of NOC issued from environment department (manufacturer)
- Photograph of 18″*4″ size, which has information on fertilizer packet for all fertilizers separately (manufacturer)
- Fertilizer production report for last year (manufacturer)
How to apply online for a Seed License?
- To apply online for a seed/fertilizer license in Bihar, visit the Agriculture Department’s official website. Applying for a license online is from 9:00 AM to 6:00 PM.
- On the home page, click Apply Online and select seed/fertilizer/pesticide license for state and district applications.
- The new page opens. Click on the license registration.
- After clicking, a new page appears where the authentication type is chosen from Demography + OTP, Demography + Bio-Auth, and IRIS (Working).
- If Demography + OTP is selected: Enter the Aadhaar number and name, and click on authentication. OTP generated to the registered mobile number of Aadhaar, enter the OTP and click on validate OTP.
Note: Only one registration is possible from one Aadhaar, one mobile, and one bank account, do not repeat the Aadhaar, bank account, and mobile number. Mobile numbers must be linked with the Aadhaar.
- After the authentication of the Aadhaar, a registration form opens. Business people who want to apply must fill in all the necessary details and complete the registration process. Candidates will receive the license registration number.
- With the license registration number, candidates can log in to apply for a license; the candidate must click on Apply new/renewal/endorsement (seed/fertilizer).
- Please log in, application forms open, and select the type of application from seed/fertilizer/pesticide.
- Candidates must complete the form with the necessary information and upload the required documents. After filling out the form, candidates must make the payment.
- There is no online mode, so the candidate must visit the nearest bank and make the payment. After the payment, deposit details are filled in the form.
- After uploading the documents and payment details, click on the submit option.
